You need to scan your whole system, not just the USB device. If your computer has some malware, it may well try to spread itself by infecting all removable devices that get attached to it, which may explain why you are finding that your USB device is constantly infected even though you have cleaned it.
Other useful free scanning programs that you can download and try out are MalwareBytes AntiMalware and SUPERantispyware.

I did format USB from MS DOS (not from Window).
After that I plug it into a Clean PC. I can see the the Clean PC is infected (PC will hang or unable log in Window after restart)
You need to scan your computer with any strong antivirus. I will suggest you kaspersky antivirus to remove the virus from USB. It gives the best protection and remove the all types of virus, malwares and worms.
