Hi All

So far as I know, the root servers (example: *.*, *.root, *.com, *.org) are managed by ICANN. We can purchase a domain name below any of the root servers approved/registered by ICANN (example: mydomain.com)

Question Can someone register it's own root servers (Top-Level Domain), like what we currently can do; registering a domain name?

You're confusing terms here. A root server and a TLD are different things entirely. Whoever controls the root servers can control the TLD's though. You can't register a TLD you have to convince the powers that be that there is a need for a new one to be created. This is very hard to do for an individual or small group. Eg.. the .xxx TLD has gone through a lot of debate and hassle and it is an example of a TLD which has a number of large groups backing it.

There are other options for DNS available for example..
See the European Open Root Server Network who have built DNS infrastructure in an attempt to get away from US control.

So we can create our own root servers to get rid control from US agencies (ICANN/IANA)? Shocked
